Yeah, that’s the one. Still unlit init!! That rule doesn’t state anything about if the signals are normally off, it just says I have to stop if a signal is unlit - which I don’t do at this location.

But the clue is in its name, an EMERGENCY INDICATOR signal, passing a SPAD indicator that is not lit is the same thing.

It’s an emergency SIGNAL. I read the rules in the plain English they claim to be written on the back page. It’s a signal that’s unlit. A SPAD indicator is not a signal. If you trigger one, you don’t get in trouble for passing the SPAD indicator, you get in trouble for setting it off at the signal before it.
