No, got to be York. It's has had a Roman Emporer crowned there afterall !
Agreed....and it has several mediaeval halls, one of which could be used as the seat of parliament. Alternatively the majestic classical courthouse - opposite Clifford's Tower - could be used, if the courts were relocated to a modern complex elsewhere.

Maybe it's just me but I just find it easier to spread jam over clotted cream rather than clotted cream over jam.
