In both area and population, Luxembourg is bigger (600000 vs 40000 inhabitants). San Marino is smaller though (33000 inhabitants)

Agreed....and it has several mediaeval halls, one of which could be used as the seat of parliament. Alternatively the majestic classical courthouse - opposite Clifford's Tower - could be used, if the courts were relocated to a modern complex elsewhere.
