  • Hi Chris. I'm one if the people who issue the FTP'S at Manchester.
    First and foremost what you was issued was NOT a fixed penalty notice, it's a Failure To Purchase.
    Secondly you would have been advised that receiving a 2nd FTP it could become a fixed penalty.
    If you contrevine the railway Byelaws you are liable to a Fixed Penalty.
    It may not necessarily be a fixed penalty but it could be.
    Northern rail have a system in place where by they give you 1 or 2 chances and then your hit with a fixed penalty of £80.
    But if you keep getting the Failure to Purchase notices (4 or 5) they will decide enough is enough and they they will prosecute you for constant fare evasion which would result in you being summoned to a magistrates court and pleading your case.
