Has Victoria Central or Victoria South Eastern ever had it?

Very pleased to see Haywards Heath gain the GX stop (naturally), though on the other hand the fares will remain higher? Wasn't there a dispensation for Brighton users when SN stopped their Brighton-Vic fasts?

I'd hazard a guess that it's the sentence before the one you highlighted - less workload to set automatic routes each way on the up and down lines while attending to other issues and it really is of no major consequence to the passenger or station staff.
There are very few (if any) passing moves timetabled during the day after the Gatwick Airport works started, even GX runs in sequence. What few passing moves there are are generally at start and end of service where a few splits/joins have survived.
Three Bridges is now equipped with ARS but...
It's admirable that a service is endeavoured to be provided but if the trains are running at over 100% capacity and the performance looks like this I'll pass! May as well do a complete closure and iron out the demand. There are many more closures to be endured south of East Croydon in the coming...

I understand GTR undertake some work (wheel related?) to SE's Electrostars at Selhurst TRSMD so this is probably a related move.
Thought this would be of some interest with regard to braking techniques - station stop in Japan from 110kph, braking starts at 1:20, note the car stop markers in between the tracks.
This is quite frequent, the conductor is giving distance callouts to the engineer to spot the cars precisely so passengers can board using the crossings at the end of the problem - there is no other way to do it with sliding doors. Amfleet cars have grabirons in the vestibules for this purpose...
Just had a cursory look myself and there are 3 or 4 Southern joiners still remaining at Haywards, at least in the morning-peak, as well as some passing moves. I imagine there will be some potential for frequency downgrade from Brighton itself northbound, and hope those passengers won't be...
