They would absolutely drive the costs. Everyone in the industry will tell you. It is what drove the cost of Crossrail and many other projects.

Anyway, the whole piecemeal approval process is a farce. Every single bridge needs separate planning application. This absolutely ludicrous way of building linear infrastructure. I don't think any other country in Europe does it...

A lot of those earthworks are excessive and not really needed from purely engineering point of view. They are resulting from perverse obsession of trying to hide the line from the view of all the cows and sheep along the way.
