The clock stops when someone appeals. So as long as they don't go over 21 days they can still pay the reduced amount. Loosing all 3 appeals doesn't mean they necessarily have to pay the full amount.

TPE approved the refund as I provided medical evidence. I didn't top up my PayPal account with credit but I did use PayPal account to provide my Visa card details to charge the transaction. The issue here is I have had confirmation of a refund but it hasn't been received.
