You can apply to as many TOCs as you want. The 6 month rule is only if you take the assessments and fail. If you are rejected before the assessment stage, that does not count as a fail.
They *can*, however judging by the cases we see on this forum of people who have been convicted in their absence, it seems in practice they just use the default income the vast majority of the time.
