With the greatest of respect, unless you can provide sources to back up your claims, then your argument has no substance.

So your actual issue with Scottish railway spending is the Devolution settlement? Much as you and parts of Whitehall may be in denial about the devolution settlement it is a reality and entirely off topic for this thread!

In addition; from CP6 the cash allocation for Scotland is to be cut by about 17.5% (2017 cash value) in recognition of the overspend compared with other regions within the UK.

You'll have to forgive me but I don't see where those links actually state that ScotRail and railways in Scotland are over funded? Getting higher level of subsidy surely reflects a difference in priorities between the UK Government and the Scottish Government?
