I've seen those customer assistance vehicles use it to transport passengers with reduced mobility from the taxi area to the platform they require.
But that's pretty much it. I wish it was used for passenger use as the passage leading from the H&C/Circle and Taxi rank to the NR platforms can get very busy in the peaks.
How about making the ramp a public footpath. Then it would have to be avilable to passengers.... I'll get my coat as they say.I don't believe there is any restriction on using it if required. A couple of years ago a broken gate meant it was in use by passengers for several months, though not advertised! Certainly it is handy for mobility assistance vehicles.
The lack of barriers will be the main reason I should imagine. I believe Platform 1 and Platforms 8/9 can't have barriers without a lot of additional costs as they are classed as public footpaths.

In an age of terrorism, giving road vehicles free access to a major station just isn't going to happen. And we could do without the hazards and the pollution too.How about running the taxis in from Praed St and out via the ramp. Some who now need a buggy would no longer need it.
