Sky and the ECB get together and show all international games on Sky and a dedicated ECB pay-to-view channel/app and the ECB version a lot cheaper, also the ECB are big enough to have their own dedicated freeview/freesat slot where they could show the games in full to everyone, and simply have ads after every over to pull in the income.
On the other hand Channel 4 should have a look and say - look how many watched on Sunday; why not bid again? And if it's smaller than Sky's offer but enough then the ECB should take it.
that is fantasy world stuff. It wont happen. There is no way a commercial body is going to accept a bid for LESS than the value of the rights. There is no way Sky are going to bid lots of money then allow their commercial partner to sell the games via their own platform for LESS than they bid. It just isnt realistic.
The best bet is that either channel 4 ( or 5 or AN Other) decide they want the rights for live matches and pay for them. That might be possible if the next contracts are sold on a lot by lot basis rather than as a whole. But lets be honest the rights wanted will be for the 20/20 and the England home test match games but only if we play someone good. No one wants county matches or test matches against the smaller nations.
