I don't believe so, but they were involved in ordering them. They initially wanted ten more 155s but the jigs had been destroyed (thank goodness!)

Apologies I stand corrected!I think the decision to sale and lease back was made in the first part of 2018, but the announcement that it wouldn't open on time took place in the second half of the year. The reason given for the sale was to raise money for new trains for the deep tube lines.
Still seems a bit odd - why not lease the new deep tube line trains instead?
The 345s were already built and partly delivered, which meant a great deal of risk had already passed.
That meant TfL got a super sweet leasing deal on them. The deal is also time-limited whereupon ownership will revert.

The reason that Merseytravel have bought the trains is that the financing costs are cheaper. Being a public body they can get better terms and save money rather than pay a ROSCO.
