Now is not the time for cosy union agreements to take priority. Whatever part of "service disruption" is not happening at present.
Thing is... this wouldn’t change the situation much, if at all. There aren’t enough drivers to run the proposed reduced timetables that were supposed to come in this week... thus why they haven’t come in. Even the emergency special timetables are seeing cancellations because of a lack of drivers. Those drivers who are at work are often working right up to the legal parameters - so there’s very little scope for them to do overtime even if it were allowed.
And, of course, that’s still only half the story. LU Service Control isn’t immune to all of this either. No controller, no service - it’s that simple. Service Control can do overtime - and many lines were already running on overtime before the crisis - but you can only stretch people so far. No amount of politicking will magic new service control staff from thin air.
Tube staff are running as many trains as is possible, whilst also guaranteeing a service at all. Fact.
