I would think that ‘neat’ is an old term for ox or oxen, and ‘concrete’ is an example of a noun, which, backwards, encloses ‘neat’.

Glad others needed an explanation, I used the large station in the midlands and guessed!

Changeable memory = RAM, the opposite ROM and a YES (anagram of ROMSEY)
For those on the second clue: Port Moresby (second part Moresby), looses it's "second grade" ("b") and in a disorderly fashion converts "Moresby" (minus a "B") and anagrammed into Romsey.
