In peak times there is a shuttle service from maidenhead to bourne end every 30 minutes, bourne end being the terminus.
Gwr have an overtime ban today

Today the 0612 arrived into bourne end (which forms the 0616 departure) but the 0616 was cancelled due to "industrial action".
The following 0642 arrival is cancelled as the train remained in the bourne end platform for 30 minutes and the 0646 departure is scheduled to run on time.

I assume it is the same driver who does both legs so don't understand why industrial action affects just one return shuttle

Could it be because the driver is due a break? If he's booked on in the early hours then he'll be due a break.

Different diagram been set up for today as it's an overtime ban day? Someone hasn't turned up and a cover driver is doing it who booked on earlier than the usual diagram starts and thus needs a break?

Only suggestions - there could be any number of reasons and they've just used the generic industrial action code for the cancellations.

The diagrams are fairly simple, and won’t have been changed for ASOS as that would make them more complicated not less.

One of the driver turns that covers the Maidenhead - Bourne Ends was entirely uncovered this morning. A trip each way was covered by drivers scheduled to travel passenger to/from Bourne End to work the Marlow Donkey until cover driver could get up from Reading.

If there is an overtime ban, I'm surprised any driver would agree to drive a train that they are scheduled to pass on.

Did the driver travel by road to bourne end to operate the return bourne end to maidenhead?

What happened to the driver who drove the first donkey of the morning who was being replaced ?

If the driver is “Pass or as Ordered” then they wouldn’t have a choice.

It’s work to rule, both ways, not carte Blanche to be as belligerent and disruptive as possible.

Paragraph 2 answers paragraph 1. I don’t think it’s particularly appropriate to go into precise details of crew diagrams.
