The page will not load for me in Safari either.

Does anyone know if the person in charge of this site is a member of this forum?

I echo what is said above. It would be a shame if it is down permanently.

The site's owner doesn't seem to want to get a security certificate for it, which may cause issues with some browsers and security software. (HTTP vs HTTPS).

You can whitelist it if you're having problems.

A server problem, should be solved now. No it doesn't have a security certificate, it's not compulsory, as above just whitelist it, it is completely safe.
