    I may be wrong, but I'm pretty sure that in the 60s, when I first started commuting, fares were priced on the time they were purchased at the ticket desk, not the time one arrives in London prior to 09.50 or whatever... This made it fairer for workers travelling at the crack of dawn plus not...
