Appears to be a recurring issue at Cannon Street, Southeastern have had a 'signalling problem' there happen almost every day for a week or so. Anyone have any insight as to what's going on?

What is the rationale behind Maidstone East - Charing X services on SE? They were only brought back in the recent timetable, was the local area crying out for a link to London other than Victoria?
