Does anyone know if the line is still actively used for freight? I can see Q Paths on RTT but no sign of one ever being used. Wikipedia says the Power Station is no longer active, is this the case?

The line is still active, but Dungeness B is currently down (and has been for a while) for maintenance. Once it starts up again, the occasional flask train will run again.

I vaguely recall that DBCargo were starting to run aggregate trains down the branch as well

How did the freight trains operate with the number of old style level crossings along the line?

Slowly. For the open crossings (all bar the A259) the procedure is detailed in this RSSB rule book, section 5. Train slows to 5 mph upon approach to the crossing, sounds the horn, and if clear proceeds at 5mph until on the crossing before accelerating back to linespeed.
