Can revenue officers get your address details from the barcode on your e-ticket?

Yes, they will apply to whomever sold your ticket to obtain your details. It's also an offence under the Railway Bylaws to not give your name and address to an officer of the railway under Bylaw 23
(1) Any person reasonably suspected by an authorised person of breaching or attempting to breach any of these Byelaws shall give his name and address when asked by an authorised person

Yes, the barcode will link back to your personal account and can be used for prosecution.

The first two letters of the ticket code under the Aztec code indicate the vendor (e.g. TT is Trainline). It's almost certain they'll obtain your ticket purchasing history as well as your personal details.

The revenue officer that spoke to you won't individually be able to obtain your address. However they will submit a travel incident report and the investigation team at their company will be able to obtain the details of the ticket purchaser from the retailer. They have to advise the retailer of the reason for the request (GDPR), however a suspected breach of byelaws or regulation of railways act is plenty of grounds.

Can a revenue officer issue a penalty notice if you don’t give them your details?

Yes. Bear in mind refusing to give your details, or giving the wrong details, is also a criminal offence.

The revenue officer themselves won't, they'll pass it up the chain for someone to obtain all of your details from the retailer. As others have said, refusing to give your name and address is an offence, I've seen people daft enough to refuse in the presence of a police officer and he was promptly arrested (de-arrested though once he decided to cooperate).

That's not always correct some have access to web support tools.

That reminds me it was always a great ruse when police used to support revenue protection on buses to lock up the first person using a doctored ticket or travel card etc for fraud. And thereby avoiding hours of standing in the cold or on buses for the rest of the OT shift.

Bus folk aways seemed happy with it. Once got a lad with a bag full of dodgy weeksavers that he was clearly going to flog on.
