Just found this online regarding 168's wanting to be exempt from the passenger information rules from 2010:
To summarise the problem: the passenger information system is a fairly primitive design by modern standards, which is limited to announcing pre-programmed station calling patterns. Modifying them requires manually uploading an updated version, which itself has to be created with specialist software, to the controller in each cab one-by-one. This means the information can't practically be updated to reflect short-term changes. The solution would be to replace the system with a more modern one that doesn't suffer from this problem, but no funding is available.

I have had a read through it.

Then you'll have seen that exemption has been in place for many years and the reasons for allowing it.

I did see the article was published recently according which is December 2024, so that's why I thought I share it.

That clears it up, I believe funding is an issue across the board at the moment.
