Continuous welded rail (CWR) disturbance query

Does anyone know if a temporary rail joint can be left in CWR track after removal of a rail defect and installation of a replacement rail, and can you do stress restoration over 2 shifts, or Level 2 stress require if let traffic during the day.

Stress restoration can only be done if within the same shift, so if traffic has run over my understanding is that an L2 stress would be needed.

Although in some cases the TME may grant a dispensation. All dependent on the specifics of the situation

This is my understanding too, but there is nothing in the standards to back me up, and there is no official dispensation. And I have been told it can be done no dispensation require.
