Presumably there's a sewer, gas and electric lines there at the moment.
And the northern line at the Euston end, Thameslink at the St P end.

What do you mean by improve Phoenix Road?WCML to ECML/Eurostar will be easier to walk between Euston and St Pancras or King's Cross than any transfer, especially if they do improve Phoenix Road.
Phoenix Road and Brill Place connect Euston to St Pancras in a straight line, about 100m north of Euston Road. As part of HS2 there is a report (There's a thread on here about it somewhere) that outlined a number of options to landscape the road to give priority to the walking route.What do you mean by improve Phoenix Road?
That's overkill, mate, the catapult and cushion have been invented.All you need to do is dismantle the (now unsponsored) cable car across the Thames and re-erect it between Euston and KX. No need for any expensive underground work. Simple!
There's a cheaper, easier and more practical solution for the OP... Simply extend the ECML and MML to Farringdon. I'm sure you'd need to demolish only around 5% of London....

Building in a flying junction between two running lines IS more difficult. And then explain to me how you’re going to serve Paddington to Tottenham Court Road with only 12tph.Thameslink already has a path between the two. In fact, maybe connect the two lines if it's too much work to build a new line.
