Cummins QSK19 vs 23

Looking at Cummins engine range, I can't help wondering why they didn't use the QSK23 over the 19 in many modern DEMU/DMUs, being it's only slightly larger.

What advantages does the 19 have over the 23? They are both in the same tier for emissions, and the 23 isn't much larger.

Is it just purely cost and fuel-consumption related?

The higher power output is not required 750hp per car is more than enough oomph! also there is the problem of cooling, not much room underneath the solebar these days;)
