Do any countries still have state owned train manufacturers?

The only one I can think of is Pesa in Poland, who are currently 100% owned by the Polish government. They got nationalised in 2018 and are now fully state owned.

I remember state owned train manufacturers used to be very common (we had the state owned BREL here in the UK until they got sold), but most countries have closed down or sold these companies. Are there any others besides Pesa that still exist?

CRRC is owned by the People's Republic of China. It's formed from various mergers of formerly private or municipally owned business units - the ex-CNR (Dalian, Tangshan, Quincy, etc.) and ex-CSR (Chengdu, Qingdao Sifang, Chicago, etc.).

I believe Indian Railways still manufacture the vast majority of their rolling stock in-house.

The Portuguese national railway company CP - Comboios de Portugal is technically a manufacturer of rolling stock, historically having made vehicles from parts of other vehicles, or entirely from scratch.

The company will also manufacture brand new coaches this decade. Some of the hardware is already in stock at my workplace.

The Hungarian state railways also built the IC+ coaches under the same principles.

The ownership structure of train manufacturers is often complex, with both public and private investors.
eg Alstom is 17.5% owned by Canada's CDPQ which is a pension fund over which the Canadian/Quebec governments have influence.
The CDPQ share, the largest single one in Alstom, was previously in Bombardier.

The North Koreans have a state owned company which (at least claim to) also manufacture trains. They marketed a single supposedly ‘domestic’ locomotive at one point, although it could have also been just an empty shell inside for all we know.

Most of North Korea's electric locomotives are domestically built.
North Korea has claimed to build a lot of new trains in recent years but most of them have just turned out to be heavily refurbished and modernised old trains.

They claimed to have built a brand new metro train in 2015 but it was in fact just a heavily rebuilt and modernised old German built Berlin U Bahn D Class train from the 1950s.

They claimed to have built a brand new tram in 2018 but it was in fact just a heavily rebuilt and modernised old Czech Republic built Tatra KT8D5K tram from the 1980s.

So i have doubts as to whether anything has been built from scratch in North Korea as their main thing seems to be heavily rebuilding and modernising old trains.

Was that the one with an office wheely chair for the driver’s seat?

Indeed. No wheels (thankfully, imagine the chaos that'd cause) but they do just look like free-standing office chairs.

I was thinking of that one. However, as mentioned by others, it seems that North Korea has also made other locomotives domestically, which would be a logical thing to do, and my original comment might have mistaken.

Egypt, probably, as most 'strategic' companies there are either outright state-owned, or joint venture state bodies+external capital, or are military-connected.
