DFTO cross-operator ticket acceptance after severe disruption

Tomorrow, LNER will be accepting advance tickets from today, due to disruption. Assuming nothing goes wrong, I will be one of those using this. I have a dead simple advance DHM-KGX routed "Specified LNER trains & connecting services."

It's difficult at the present time to get seat reservations partly because of this incident and partly because of the Sunderland game at Wembley. I have secured some, but the services are not ideal for me.

When I was looking earlier (I'm not sure if it's the case now but this isn't just about *now* - I'd like to understand answer to this), I could in principle get a more convenient reservation on TPE to York and then LNER York - London. That basic service pattern is easier to get reservations on because of the various services that start at York. And I didn't even investigate Leeds (I appreciate that would be off route)

My interpretation of the DFTO intra(inter?) operator ticket acceptance is that there's no right to that on TPE since it's not within 2 hours. But I can only find (admittedly with not that much searching) the press release when they launched this scheme. What are the exact rules, if there are any?

The briefing we got at my company; is that acceptance is only in place after a cancellation; and then only applies 2 hours before or after.

Lots of staff seem to think it's in place automatically during significant disruption but I've never seen anything in black and white saying that...
