Does the Northern Rail website let me book tickets for a TPE train service

There's absolutely no advantage to booking them via the Northern site. I'd strongly recommend using a site that offers you something extra - e.g. fee-free changes.
The price shown of £27.90 on NorthernRail is a brilliant price, for two passengers in November .. those tickets are not available on any other website yet.

I am 99.99% certain I shall not be changing the ticket, so I am happy 'to go for it'

Sure, near the time the price could well be the same on other sites, but don't they always say .. "A bird in the hand is better than two in the bush"

They were available on the TPE site this morning. Booking this far ahead I would be inclined to use TPE as they are also the train operator and they are much more likely to be able to keep you informed about any changes to the scheduled train.

No fares for the outward (Sunday) trip to Manchester, but they'll be available nearer the time

They are available on several other websites, though admittedly not all make it as easy to select a date that far into the future - some, such as XC's website, require you to select a date nearer into the future on their homepage, but then allow you to change the date to November on the search results page.
