The SNCB Europe app for Android and iOS offers mobile ticketing between all stations in Belgium and all stations in the Netherlands. However, it also seems to offer mobile tickets for trips wholly within the Netherlands. Not a great surprise given they have offered homeprinted e-tickets for Dutch domestic fares for some time.
It appears to offer mobile tickets for trips within the Netherlands where either the origin or destination is Amsterdam Centraal, Schiphol, Rotterdam Centraal or Utrecht Centraal. So you can get:
Amsterdam Centraal to Schiphol
Amsterdam Centraal to Groningen
Utrecht to Roodeschool
Schiphol to Hoofddorp
Rotterdam Centraal to Rotterdam Alexander
but not
Amsterdam Amstel to Den Haag Centraal
Groningen to Assen
Den Haag HS to Leiden
Ticket gates in the Netherlands are not a problem as there is always at least one gate which can scan barcodes.
By the way, I haven't tried this, but it shouldn't be a problem given that there are mobile tickets from any Dutch station to any Belgian station, meaning that all conductors in the Netherlands should know about these mobile tickets.
