There are now some general details about this here - https://tfl.gov.uk/campaign/tube-strike

In brief on the 21st / 23rd / 25th:
  • 2 trains an hour to Heathrow & Reading
  • 2 trains an hour Liverpool Street to Shenfield
  • Services to run ~0700-1830
  • Full service of 12tph Paddington - Abbey Wood but ramping down to about 6tph by 1900 to ensure units can get to depots on Network Rail infrastructure.
So the central section will be open and running a good service, not that many people will be able to get there!
