Something I've had issues with over the last 2 years of having TS2012-14 is that the graphic speed has worsened, having been normal at the start, which is likely to be due to aging and also the fact like many I've added expansion layouts and the like as well.

To combat this, which would be the best solution?:

-Upgrade the hardware of my laptop?
-Get a new laptop with today's standards of hardware, etc?

Use this link to see what will play the game.
Laptops are not the best thing because they lack graphics capability, they are also not easily upgradeable. The best bet is to buy a new laptop or a desktop. I have brought a desktop (which was cheaper than a new laptop) and I can run it smoothly on full graphics.

You could try clearing up some memory by deleting programs.

Load up task manager and give a go disabling a service called "Windows Media Player Network Sharing Service" I found on my computer that was eating a fair amount resources.

How hot is the laptop getting? If it's getting too hot then both the CPU speed might be being throttled to keep the temperatures down

Depending how new or old the laptop is, the biggest performance increase I got from mine was updating the drivers and playing with the power settings to favour performance over economy

As stated already make sure your drivers are up-to-date. Try to have nothing running in the background, anti-virus software I believe may take performance too.
There is free software in-which you could download called 'Razer Game Booster' which is a program that will disable programs that don't need to be running, and once your done playing, game booster will restore Windows back to normal until next time!
I have to agree with alex17595, you'd be best playing on a higher end PC, preferably a desktop.
