I see there is 3 types of fare offered. Is the most expensive a walk up fare and valid on all services?

No, the "Flexible" ticket is only valid on a specific service. Despite the name, it is not an open ticket. You can change it up to an hour in advance of the outward journey and or ticket being printed. In practice, however, you can often travel on a different service as ticket barriers will let you through and most staff will let you away with it,
Walk up fares purchased at the station are open tickets but are considerably more expensive. You can find them at https://www.irishrail.ie/en-ie/rail-fares-and-tickets/fares-info/dublin-cork. C

All the fares that are offered on irishrail.ie are "web fares" with specific restrictions as listed. They are all heavily discounted from the standard fares.

The standard fare structure still exists, only sold at stations and is of the more traditional open/ walk-up type.

For Dublin Heuston - Cork the standard fares are available to view here
