Hi there,
Coming across my desk this morning was an interesting call for applications for a funding competition for new railway technology.
There are two separate calls, the first has a £3million pot available for use in a range of remote monitoring ideas.

The second is for more speculative ideas on how to use space based remote sensing and that's offering funds of up to 50,000 Euros for developing your ideas.

Get your brains in gear and come up with something good!
On a serious note, it does appear that whilst the first call would be perhaps more suited to established companies and universities, the second call is wider and may entertain more individual ideas.
