It has been a long issue of JR Osaka Loop Line connecting south central (Tennoji) and north central (Osaka Station, Umekita) is very overloaded, particularly for the Osaka Airport - Osaka / Shin-Osaka Station service.
The same case also happens for Nanakai Mainline, which Namba Terminal is suffering from a lack of terminating platform.
It's kind of good to see the central government and Osaka government managed to fund the project to build a underground line connecting the two bits, to allow the two railway companies to use.
