My wife has bought me a ticket to the Steam Gala at the North Norfolk Railway.

Where are some good spots to get pictures of the trains in action

Do they allow line siding at all

There's a path which goes eastwards from Weybourne Station with good views, first looking downwards over the station and then further along up the hill you can see a couple of miles of the line with the windmill and sea in the background.
If you prefer to get close to the line there is a path in Kelling Heath alongside with decent views (near the level crossing marked on Ordnance Survey maps).

A favourite spot of mine is a foot bridge known to me as "Dead Man's Bridge" to the west of Sheringham Golf Course.

There are great views in both directions. No safe parking nearby, but if you can't get dropped off you can take the coastal path from Sheringham or the footpath down the the National Trust's Sheringham Park. Neither take that long and they're nice walks in themselves.

From a good few years ago...

Passing Sheringham golf club:

I also used a location where a road goes under the railway, between Sheringham and Weybourne, iirc, which was decent. Got there by car, mind.

For locos working hard, Kelling Heath station is a good place as it's in the middle of the westbound climb from Weybourne. There is a foot crossing at the summit of the climb, then it's basically flat to Holt.

Several decent locations around Weybourne station including the footbridge and the west end past the overbridge. Holt station is quite good for signals and on-the-move single line token pickups and drop offs.

Just to give you feel for a few of the places, my video from the Autumn Showcase event last year (the thumbnail picture is at the west end of Weybourne):
