Redundant freight paths - Hirwaun to Aberthaw Power Station

I was looking at RealTimeTrains entries for Aberdare today and noticed that there are still regular paths allocated between Hirwaun (Tower Colliery) and Aberthaw Power Station. These coal trains finished in 2017 and both the colliery and the power station are now closed. Why is the path still allocated? Is it just that it stays in the system until the owner relinquishes it or there's a major recast?
Freight operators are generally reluctant to relinquish paths in case they come in handy in future.

These paths are a bit odd in that 52495003 is a Colas service code.
These were given up to QJ initially (the repository of unused freight paths NR manages) once the traffic finished, but then last year Colas requested the paths for whatever reason.

Interesting, thanks! The power station is supposed to be being redeveloped, so perhaps Colas are expecting some traffic - perhaps demolition rubble going back to Hirwaun for landscaping, or more likely they only need part of the path but it’s easier to request the whole pre-existing path.
