Trainsplit does not suggest anything better than the £17.90 Anytime return.
You can bring the price down to £16.20.
Rishton - Bromley Cross £7.20 return
Bromley Cross - Orrell £4.30 return
Orrell - Conway Park £4.70 return
Last train calling at Orrell that allows a connection onto a Bromley Cross stopper is 1907 from Kirkby, so make sure you're on the way to Liverpool no later than 1814.
Edit: tickets to/from Conway Park are generally (unofficially) interchangeable with Birkenhead Central, in case you just miss a train and don't want to wait 10 mins for the next one to Birkenhead.

£13.50 + £5.10 = £18.60.
However, this would also include the (frequent) bus from Birkenhead Bus Station (adjacent to Conway Park) to Prenton Park and return, or alternatively direct return bus between Liverpool city centre and PP.
