Should East-West Rail and Bedford station modernisation be part of the same project?

Just a silly question. Does the Bedford modernisation of the station and the EWR program have to be 2 separate billings/projects?

Since EWR forcibly recommended Bedford be on the "THROUGH" route it should come under their remit. Don't you think?

Without looking back over the +6000-odd contributions on the thread thus far (sorry- I am happy to be pointed to something) ... it would seem 'fair' that the choice of the EWR route heading north of Bedford toward Cambridge, would make them 'liable' for costs of 5 or 6-tracking, including demolitions, relocations etc in the Poets area and consequential changes to the station, presumably accounted for in the costings and choices

Is it two seperate projects?
