Nothing to do with it. Some people just like to show off, men in particular in this respect. They believe that other people are admiring them. Have you noticed that some men wear shorts, sandals and Hawaiian T-shirts in the depths of winter too?Fix the air conditioning, then people wouldn't feel the need to go topless.
Indeed, it boosts their confidence particularly when trying to attract any lady that catches their eye from what I've seen. Women too have been doing this recently too, wearing tight, revealing and minimal clothing - too during the winter - which just confuses and annoys me. Once I was in a queue in a shop in winter, frost outside, and the shop (a farm and garden supplies) was at the sort of temperature you would expect that sort of shop to be, especially with the door to the outside constantly being opened and closed. I was wearing jeans, jersey, anorak, and walking boots. But the guy behind me was in the above type "Hawaiian beach" garb. He was hugging and slapping himself, moaning "They need some better heating in this place!". Idiot.
Should be interesting on a PacerI trust if anyone spots any topless women on a train they will report it on this thread without delay, quoting the realtime trains link for the train.

I personally couldn’t care less if people feel the need to de-shirt.

This post confuses me. Bare skin makes you uncomfortable? Without coming over all Sid James i really don't see an issue. People should dress however they want. it isnt up to you or I to try and stop them ( as long as they meet obvious societal minimums)
Toplessness is for the beach. Anywhere else (especially on public transport where you are likely to come into close contact with others) is offensive and disrespectful. I'm not too keen on men in shorts either but I think I've lost that battle.
