For the TOCs there's certainly a waiting list measured in years, don't know about NR.

It isn't that bad; everyone on my drivers course got one before starting on proper shifts though I know a few people have been less fortunate more recently - it may just be down to how many have left/retired recently.
Odds are if you do get hold of one you'll be in the public multi-storey car park rather than the staff one though it isn't any hardship apart from being an ever so slightly longer walk!
If you don't get one there are a few low-cost NCP car parks nearby (approx £3/day) and you may be able to claim that back depending on your grade. If you don't mind a trek you may be able to find somewhere free on a nearby street though I wouldn't recommend it for very early or late shifts.
