Can I assume any station ticket office will accept forms for all TOCs or do I need to contact the relevant company to ask who will accept the form (TPE is responsible for the delay in this case)

You certainly can’t assume that. If you want to use paper DR forms you would be well advised to post them to the address provided for that purpose.

I was going by what I assume are requirements in the licences of the TOCs...

From: https://www.orr.gov.uk/sites/default/files/2022-03/delay-compensation-code-of-practice.pdf
4.13 Licence holders must ensure that it is possible for passengers to submit physical format Claims:
(a) In person at staffed stations.
(b) By post, to an address displayed clearly in stations alongside relevant delay compensation material or on the claim form and online.

I was trying to avoid either registering an online account to do this or paying to post the form but just found out the address is Freepost.

Big mistake, just send it by post if you want to use a paper form.

A very small percentage of passengers ever submit paper claims, and certainly not by handing it in to a ticket office who will likely be a bit "wtf?" about it and likely put it under a whole load of other papers for it to be forgotten for ever.

TPE's online DR process is very quick and easy in my experience.

Yes you can hand it into a staffed ticket office, but I would strongly advise against doing so.

Your best bet is to complete the online form; FirstGroup TOCs have the best form out of any of the operators in my experience.

If you cannot complete the form online, the next best thing to do is to post it directly to them, rather than hand it in at a station.

Given that the paper TPE form includes a Freepost address, why would you bother taking it to a station? It won't be processed any faster (and if it's not a TPE run station, probably get lost..).

To be honest even if it was a TPE station I'd be surprised if they did anything other than post it to the same Freepost address for processing.

Note that I only noticed the Freepost address after my second post, the forum combined the final sentence into that post.

In the days before sitting claims online was common that's exactly what we did with those handed in to us.
