Said devices are generally indicative of a Tap On / Tap Off scheme. However their websites make no mention of it and I didn't see any such transactions yesterday, so either a TOTO zone will be introduced there in future or the readers are there for another purpose, whatever that is.

The machines have been on other Norfolk operators for quite a while including First and Sanders, but there has been no progress on actually introducing tap on tap off and there is no sign of it starting soon.
According to this document [Enhanced_Partnership_Plan_and_Scheme_Dec_2024.pdf] it's part of Norfolk County Council's BSIP (bus service improvement plan):

A lot of background work has been done on this project. A major step forward was the agreement earlier this year for various zones within the County to have their own Fusion tickets. Tap and cap will come soon.
