I think it might actually be worth contacting them again asking them to pay the delay repay element of your claim too - not just the taxi element?
Can their rail travel vouchers be exchanged for cash at a TPE ran booking office?
(I would make sure I used the vouchers to buy a ticket where none of the routes it is valid on allow travel on any of their services and I would not use the voucher at any of their booking offices either. That way they have to "pay out" the £16 to another TOC.)
