Transport for West Midlands - Cycle Hubs - card access

I applied online to Transport for West Midlands, to get a card to access their Cycle Hub storage units, which they have at several of their railway stations.

A month later, I received a pack through the post with details of the Cycle Hubs, along with a Swift card.

I tried the card today to access the Cycle Hub at Longbridge station, but it didn't open the door.

Do I have to put money onto the card for it to work? Or, do I have to register it first? It also seems a bit odd to me that it's a Swift card, with no mention of Cycle Hubs on it. It's a purple credit card size card, with the Swift logo on it and the words 'pay as you go'.
