Just published by DfT

Secretary of State for Transport outlines next steps for rail reform in Britain during the Derby rail skills event.
Derby’s zeal for renewal and reform is shared by this government.

Because after years of dysfunction and decline – how our economy is managed, how public services are run, how government works, all must return to the service of working people, wherever they live.

That is the work of national renewal the Prime Minister has promised.

And it starts with our railways.

On entering office, we were under no illusions as to the scale of the challenge.

A railway mired in industrial action – costing the economy the equivalent of nearly £3 million pounds a day.

And performance levels that were simply not good enough, with cancellations at a 10-year high.

All visible problems, but with deep roots.

Fragmentation, lack of accountability and conflicting interests.

The very industry weaknesses Keith Williams identified years ago, still remain.

Try as I might, I can't find anything new in her speech, apart from perhaps confirming Derby as GBR's HQ, and having another bash at Avanti and XC.
I also don't think Rail Minister Peter Hendy has said a single word about the future since his appointment.
He may be playing a blinder behind the scenes of course.
What are they waiting for?
The Passenger Services Bill reaches its Lords Committee stage next week.

I highly doubt they would select a member of the HoL as Secretary of State when they've got 400+ MPs to select from and lots of other junior ministers. Even if Haigh might not last as long as others as she has already proven a tendency to cause some embarassment (P&O / DP World statement).

Lord Adonis was the Transport Secretary in the past Labour government.

Or he may be keeping a low profile after the Gareth Dennis business. (Especially as it now seems everyone from Haigh down now seems to concur with what Dennis said)

I think Hendy is grounded following the (still unfolding) Gareth Dennis debacle - he hasn’t made a single public appearance since, even for the 2nd HoL reading of the Passenger Railway Services bill last week! Considering his appalling choice of threat toward Systra, I reckon he can’t be seen as associated with any decision-making at DfT for the time being - lest the impartiality of procurement decisions be thrown into question.

It doesn’t read like the kind of speech intended for new announcements at all - more a “drum the same few messages again to drive the points home” kind of speech it seems!

I doubt he would be appointed transport secretary. There is nothing constitutional to prevent that but i cant image Labour MP's would be best pleased or the media.

No one is. This isn't the speech to tell you. It wasn't designed to do that. It seems to be a short speech at a public event to "vuy a bit of media time, recap key messages, set out activities taken so far and reiterate the key item: change.

( with a focus on Derby where the speech/event took place. You could swap out any other city you liked)

Well seniority or not, he's already slipped up royally too. I heard the unfortunate nickname Lord Peter Euston-off used last week.

I agree there's nothing really new on the speech, but I was pretty much reminded some weeks ago that 'its early days yet' in one letter from the rail minister.

Nothing happening thats going to change anything visibly anytime soon although there is loads that could be done and you would have expected her to have laid our some meat on the bone. Reality is this is going to be a lot harder than people think and if shes taking the time to evolve change that gets my vote

Of course this is partly how Railtrack came crashing down.
new, grown-up, approach – which put passengers first and politics second. And clears the way for vital workforce reform, to modernise our railways and do away with outdated working practices.
Not sure how that tallies with buying off the unions without getting any reforms. Kicking the can.....
We’ll stop the blame game, by unifying track and train.
Optimistic - haven't those departments always argued, whether or not they are in the same company? Personally I believe the TOCs represent the passengers' interests and help to prevent an engineer lead railway that finds passengers and trains an inconvenience.

The last (Tory) version, I recall, was a feeble attempt with limited buy/use windows.
Yes GBRS is aggressively yield-managed and meant to be a revenue growth mechanism for TOCs at best, or a feeble marketing push at worst. Not at all anything resembling the true fares reform and Peak fare reduction that this country sorely needs for its railways to be a better driver of social good.
