No? Could you provide some context as to what it says?

Mass change for all TOCs including working practices, Sunday's, no pay rises etc. And a veiled threat to all unions to talk constructively about it by December to be granted the option of mass voluntarily redundancies. If you don't play ball then compulsory redundancies will be initiated.
