PTSO or platform depending on the weather
I know the conditions state that this card cannot be used for travel between 04.30-09.29hrs on a weekday

How strict is this rule and is it enforced "to the letter"? I want to travel to Victoria from Maidstone East and the train departs at 09.27. The next service to Victoria departs at 10.27 - i.e. 1 hour later. We are going to get another train from Victoria - hence reason why we're not travelling to London Bridge or Charing X

Not valid and could be enforced.
I won’t try to use it on the 09:25 to Manchester for the same reason, it’s not worth the risk.
Get a ticket to the next station (Barming) and a discounted ticket from there.

Buy anytime day singles to Barming, the next stop where it leaves at 09.31 then buy tickets from Barming to your destination using your rail card might work

Can't comment on whether or not you would be 'let off' in practice, but I would not take the risk. Unlike the Network Railcard, there aren't any 'easements' allowing travel slightly before the 09:30 cutoff, so I would suggest that the intention is for the cutoff time to be strictly applied.

If caught travelling on a Two Together discounted (2TR) ticket before 09:30, you could could be forced to buy new undiscounted Anytime Singles, issued with a Penalty Fare, or prosecuted. Not worth it given that an entirely valid split at East Malling (EML) involving an undiscounted Off-Peak Day Return (CDR) from Maidstone to EML, then a 2TR CDR from EML to London Terminals would cost £41.40, i.e. just £3.70 more than the invalid Maidstone-London 2TR CDR at £37.70.

Time restrictions are always a little arbitrary and in some cases like this they can be a pain, but they have to specify some time.
