Two Together Railcard: separate photos or one photo showing both holders?

To get a Two Together Railcard, do you have to submit separate photos, i.e. one photo of holder A and one of holder B, or one photo showing both holders together?

The paper Railcard leaflet seems to suggest that it's one photo showing both holders, but the Railcard website seems to suggest that it's separate photos.

As far as I know, yes.

I have a Two Together Railcard (digital), which has photos of both of us present.
