Evening all trying to find information from tje bidders for the wales and borders franchise in 2002-2003 however apart from what Artiva said they originally wanted to do i haven't been able to find much.

Does anyone have any documents from the time or links please?

I don't think that's available anywhere, but from memory it was let as a do nothing franchise much as Northern was a year later. So whoever bid, the pacers were here to stay!
