West Kensington step-free access

Where did TFL plan to put the lifts in West Kensington station? And what was £5m spent on exactly?

See wiki extract below for context:
"In 2009, because of financial constraints, TfL decided to stop work on a project to provide step-free access at West Kensington and five other stations, on the grounds that these are relatively quiet stations and some are already one or two stops away from an existing step-free station. Earl's Court and Hammersmith stations which have step-free access are respectively one stop to the east and two stops to the west. £5.05 million was spent on West Kensington before the project was halted."

Certainly a missed opportunity this one as Earls Court and Hammersmith are lengthy walks away leaving the West Kensington/Barons Court area a step-free less island.

I guess they would have broken out from the station building just behind where Coffee Underground is and built a walkway running above what is old trackbed for a short distance on the south side. There's then plenty of room to insert lifts either side of the tracks behind the current shelters and a bridge to link.
