West Lothian Council have a rail concession scheme whereby eligible local residents can travel within the local authority boundaries and to & from certain neighbouring authorities (& beyond in certain cases).

Tickets can be purchased from a West Lothian station to these other authorities but can discounted tickets be purchased from these other authorities into West Lothian.

There has recently been some confusion.

The fare in question is from Falkirk to Linlithgow.

According to my interpretation of what Knowledgebase says on the matter the flat fare would apply to a journey from Linlithgow to Falkirk, but not the other way round:

Who Qualifies?​

Senior Citizens, Disabled and Blind Person Companions. See National Entitlement Card page for further details.
Please note that as of 1st June 2018, West Lothian Council will no longer operate a Taxicard scheme.

What do they pay?​

Senior Citizens, Disabled and Blind Person Companions — A flat fare of £2.00 single and £4.00 return between station's in list A, and from station's in list A to station's in list B below.
A 50% discount for journeys between stations in A and C for the ticket types shown below.

Area Covered​

A Within West Lothian, i.e. Addiewell, Armadale, Bathgate, Blackridge, Breich, Fauldhouse, Kirknewton, Linlithgow, Livingston North, Livingston South, Uphall and West Calder.
B Airdrie, Bellshill, Brunstane, Caldercruix, Camelon, Carfin, Cleland, Coatbridge Sunnyside, Coatdyke, Croy, Curriehill, Dalmeny, Drumgelloch, Edinburgh, Edinburgh Gateway, Edinburgh Park, Falkirk Grahamston, Falkirk High, Hartwood, Haymarket, Holytown, Kingsknowe, Larbert, Newcraighall, Polmont, Shotts, Slateford, South Gyle and Wester Hailes,
C Bellgrove, Blairhill, Cambuslang, Carntyne, Charing X Glasgow, Drem, Dunbar,
Easterhouse, Garrowhill, Glasgow Central, Glasgow Queen Street, Glasgow High Street, Longniddry, Musselburgh, North Berwick, Partick, Prestonpans, Shettleston, Uddingston and Wallyford.

It certainly used to work either direction on single tickets. Often used it to get home after being given a lift to a work meeting. The page on the Council website says https://www.westlothian.gov.uk/article/34299/Rail-concessions-using-your-bus-pass
"The £2 single and £4 return on off-peak fare is also available to West Lothian NEC holders between any station in West Lothian listed above and the following stations: ..." No mention of outbound only.
