I think what's being referred to, is not for the staggered completion of tunnel and infrastructure, but prioritising the connection to the mainline at Wimbledon before the 'northern' routes are operating.
The first service to operate through the core on Crossrail '1' will be the Paddington-Abbey Wood route. I read that the mainline branches require more of a lead-in time due to the complexities of the signalling crossover between TfL and Network Rail lines at Paddington and Stratford portals.
I imagine this may be similar to how service will be introduced on the [presumed operationally independent] Wimbledon-New Southgate route. However way they choose to tackle the challenge on Crossrail 2, I'd hope they learn from experience on the current project; rather not push for an aggressive schedule which could risk unreliability or disruption in the months following.
